Dimension setup to meet different needs

Hello,

Wondering if anyone knows how to set up dimensions in order to have the following requirement : 

1. - Users with access to the cube Consolidation need access only to data from the dimension B
2. - Users with access to the cube Accounting need access only to data from the dimension C
3. - Users with access to the cube FP&A need both access to data from the dimensions B & C (dimension A)

The following setup does not yet meet our needs :
