Disable 'rename journals'

Hi everyone,

My employer recently migrated from v7.4 to v8.5, and one of the new 'features' is the ability to rename journals before submission. 

Due to internal processes we'd like to restrict users from making any changes to journals names (regardless of their status) as they must follow a predefined naming convention. 

Based on your experience, does anyone know if this is possible?
