Form input excel template upload row limit

When attempting to upload a form input excel template with around 3,500 lines of data, the system throws the following error - "Unable to load file <filename>. The size necessary to buffer the XML content exceeded the buffer quota". However, when I reduce the number of lines, the file uploads successfully.

Does anyone know if there is a row limit for form input Excel templates, or if there's a configuration change that can resolve this error?
