Excel QuickViews giving pages even for small data set for non-admins

Hi,

We are facing a strange issue with Excel QuickViews. 

When a non-admin user tries simple quick view, user is getting below message. But when admin tries, he is getting all of the data in single page. We have tried changing all the settings on Max rows, Max seconds, almost 100s of combinations (from 1000 to Billion) but no luck. 

Any thoughts on why this is happening? We are using slice security for users.
