How to grab December of Last Year - or any particular month of Prior Year.

Hello all, 
I was asked to code in a December of prior year. I know how to get any month prior to the current month but I am unable to figure out how to get a static month like December no matter which month we are in the current year. Seems simple enough but the time functions are not working. It says 'Unexpected Text' when i enter in the function T#POVPriorYearM12. Is this a POV issue? Not sure what is going on.
